IEBC Addresses Campaign Financing Regulations Before Parliamentary Committee

Today, I joined my fellow Commissioners at the Independent Electoral and Boundaries Commission (IEBC), led by our Chairperson, Erastus Edung Ethekon, HSC, before the National Assembly Committee on Delegated Legislation, chaired by Hon. Samuel Chepkonga, to discuss the status of the Election Campaign Financing Regulations, 2026, and the prescribed spending limits.

During the engagement, the Commission outlined the steps taken in fulfilling its constitutional mandate under Article 88(4)(i) of the Constitution, including the publication of the regulations and prescribed spending limits on 7 August 2026. The Commission also highlighted the public and stakeholder engagements undertaken and the submission of the relevant statutory instruments and supporting documents to Parliament in accordance with Section 11 of the Statutory Instruments Act.

The Committee was further informed that the High Court had issued conservatory orders restraining the application, implementation and enforcement of the regulations and the Gazette Notice containing the prescribed contribution and spending limits. The Commission continues to respect the applicable court orders as the matter progresses through the legal process.

Fair regulation of electoral spending is essential to ensuring that candidates and political parties compete on a level playing field. It promotes transparency and accountability while helping to guard against the disproportionate influence of money in elections. Ultimately, the democratic process must protect the freedom of voters to make their choices based on the ideas, policies and leadership they believe in.

As we look ahead to the 2027 General Election, the Commission remains committed to discharging its constitutional responsibilities, upholding the rule of law and strengthening public confidence in Kenya’s electoral processes.

A credible election begins long before polling day. It requires fair rules, responsible political competition and a shared commitment to protecting the will of the people.
